It was promulgated on Friday, October 1, 2010, the Decree n. 10.828 which regulates the issuance of Rural Product Certificate (CPR) related to conservation and recovery activities of native forests and their biomes, the so-called “CPR GREEN (CPR-V)”, a modality that was created by the well-known Agro Law by changing art. 1st of Law No. 8,929/94.
The CPR-V is not a “green bond” as the market is used to, it is not a type of debt with environmental characteristics. The CPR-V is a title that materializes an agreement for rural producers to sell “environmental services”, that is, products associated with the conservation activity or formation of native forests and their biomes through their own CPR.
These environmental services must result in reduced greenhouse gas emissions, maintenance or increase of forest carbon stock, reduced deforestation and degradation of native vegetation, conservation of biodiversity, conservation of water resources, soil conservation or other ecosystem benefits .
The idea is to connect companies, industries or people who want to invest in environmental protection with rural producers who are willing to preserve standing forests or form new forests destined for preservation, being remunerated for this.
If a producer who wants to preserve or form a forest area on his property can establish a partnership with companies interested in investing in environmental conservation. The process involves defining the terms of the agreement, such as price, area and conservation or planting methods, and measuring the proposed environmental benefits.
The producer issues a CPR (Rural Product Certificate) that reflects the agreed terms and registers the title with authorized agents. The company, in turn, pays the producer for the environmental services provided as agreed.
An example is a company that wants to offset its carbon emissions by measuring the biomass emitted by its activities and purchasing CPR-V from producers who have projects to capture biomass.
In fact, it seems to be an excellent product to offer to environmental activists and foreign NGOs concerned with the environment in Brazil. Instead of financing attacks on research centers, advertising in the media, etc., these activists can start purchasing these titles directly from rural producers, stimulating forest conservation in Brazil.

Here the Federal Government, at least in principle, has no interest in carrying out any type of checking, auditing or control of these certifying companies, with the market itself being responsible for regulating their actions, as reported by MAPA and the MMA.

It is a market that is emerging and there is still no measurement of what can be done and how the producer can be remunerated.
The motivation of the CPR-V for the rural producer will be the remuneration for complying with the environmental rules set out in the title as “environmental service”.
